2018 Grand List Preliminary Abstract 


TOWN OF MIDDLESEX
NOTICE TO TAXPAYERS

Notice is hereby given in accord with 32 V.S.A.§4111(g)* that the undersigned listers within and for the Town of Middlesex have this day completed the abstract of individual lists (abstract) of property owners as of the first day of April 2018. The listers have this same day lodged the abstract in the office of the clerk for the inspection of taxpayers.

On the following days and times listed below, the undersigned listers will meet in the Middlesex Town Clerk’s Office at 5 Church Street, Middlesex, to hear appeals of the taxpayers aggrieved by actions of the listers from whom timely grievances have been received.

To be timely, such grievance must be made IN WRITING and received (postmarks not accepted) by 4:30 PM on June 19, 2018, at the Middlesex Town Clerk’s Office. Grievance hearings will be held at the following times:

  • Thursday, June 21, 2018, from 3:00 PM to 8:00 PM
  • Friday, June 22, 2018, from 9:00 AM to 12:00 PM and 1:00 PM to 4:00 PM
  • Saturday, June 23, 2018 from 10:00 AM to 1:00 PM

At the close of grievance hearings, the listers shall make such corrections in the abstract as were determined upon hearing or otherwise.

Unless cause to the contrary is shown, the contents of said abstract will, for the tax year 2018, become the grand list of the Town of Middlesex of each taxpayer named therein.

*32 V.S.A. § 4111(g) states: “A person who feels aggrieved by the action of the listers and desires to be heard by them, shall, on or before the day of the grievance meeting, file with them his or her objections in writing and may appear at such grievance meeting in person or by his or her agents or attorneys. No grievance shall be allowed for a change solely to reflect a new use value set by the current use advisory board or the adjustment of that value by the common level of appraisal. Upon the hearing of such grievance, the parties thereto may submit such documentary or sworn evidence as shall be pertinent thereto.”


PUBLIC NOTICE
TOWN OF MIDDLESEX
SITE VISITS AND PUBLIC HEARING
JUNE 26, 2018

Notice is hereby given that, pursuant to the provisions of Title 19 Vermont Statutes Annotated, Chapter 7, as amended, that the Middlesex Select Board, on its own Motion passed at the May 8, 2018, Select Board Meeting, will consider discontinuing OR reclassifying to Class 4 the following Town Class 3 roads:

  1. Bolio Road (TH42), a 370-foot Class 3 road off VT Route 12.
  2. Merritt Road (TH11), a 492-foot Class 3 road off VT Route 12.
  3. Warren Road (TH23), an 804-foot Class 3 road off Culver Hill Road.

In addition, pursuant to the above cited Title 19 V.S.A. Chapter 7 and Select Board Motion passed at the     May 8, 2018, Select Board meeting, the Select Board will consider discontinuing OR reclassifying to Class 4 SECTIONS of the following Town Class 3 roads:

  1. A 508-foot section of Knapp Road (TH4) from the Vermont Agency of Transportation Park & Ride to its terminus.
  2. A 1,014-foot section of Chase Road (TH6) from the “Town turn around” to the road’s terminus at the stone foundation of the old Chase house.

The aforementioned roads and sections proposed to be reclassified or discontinued are outlined and highlighted on a map posted at the Middlesex Town Clerk’s Office, 5 Church Street, Middlesex, Vermont. Further reference may be had to said map. All abutters and interested persons will be notified in accordance with        19 V.S.A §709.

THEREFORE, the Select Board will meet at Bolio Road at 4:45 P.M. on Tuesday, June 26, 2018, to begin a series of site visits of the above roads in the following order: Bolio, Warren, Merritt, Chase and Knapp. The Board will then reconvene at Town Hall, 5 Church Street, Middlesex, to conduct a public hearing on the question of discontinuing/reclassifying the above roads. The Select Board will then determine whether the public good, necessity and convenience of the inhabitants of Middlesex require these changes, per the procedure specified in 19 V.S.A. §711. The public and interested parties are invited to attend and participate at this public hearing.

  • Food donations can be made in the lobby of the Rumney School or at the food shelf (on Church Street) during its open hours on Saturdays.

  • Cash donations may be made at the Town Clerk’s office (Monday-Thursday, 8:30 AM to 4:30 PM).
