FY2025 Audit

The Town’s audited financial statements for the fiscal year ended June 30, 2025 are available. The audit was performed by Batchelder Associates, PC of Barre, Vermont, and is dated April 29, 2026.

The auditor issued an unmodified opinion — the standard clean opinion — on the Town’s financial statements. The audit identified no material weaknesses, no significant deficiencies, and no audit findings.

FY2025 was the first year Middlesex was subject to a federal Single Audit, which applies when a town spends more than $750,000 in federal awards in a year. The Town’s major federal programs were FEMA Public Assistance and the USDA Emergency Watershed Protection Program. The auditor also issued an unmodified opinion on federal compliance, with no findings.

Figures for the year ended June 30, 2025:

Total governmental fund revenues: $10,301,013, including $8,195,030 in grants and $1,672,871 in property taxes
Total governmental fund expenditures: $12,074,504, including $3,699,002 in debt principal payments
Loan proceeds received: $8,713,314
Total fund balance at June 30, 2025: $7,219,925 (compared with $280,102 at July 1, 2024)
Long-term debt outstanding: $7,158,577
Grants receivable at year end: $3,124,351

2025 Town Report

The Town of Middlesex Annual Report for the year ending June 30, 2025 is posted here. Inside you’ll find the warning and sample ballot, the Select Board’s proposed FY2027 budget of $2,261,978 — an 11.6% increase over FY2026, driven largely by a new full-time Town Administrator position, a full-time Town Clerk role, rising health care costs, and winter sand — along with reports from the Select Board, Town Clerk, Treasurer, auditors, and every town department, board, and commission.

Flood recovery again shaped the year. The Town has spent roughly $9 million repairing roads, bridges, and culverts damaged in the 2023 and 2024 floods, with FEMA reimbursement still catching up. Corrective work on six box culverts must be finished by October 2026. You’ll also find updates from the new Facilities Improvement Team, weatherization work at the Fire Department and Town Hall, and the Town’s website project.

Also included: voter registration information, town fees, contacts for every board and office, and details on the Town Meeting spaghetti dinner, free childcare, and rides to the polls.
